About Lowell Milken

A visionary in education reform, Lowell Milken created the TAP system in 1999 to attract, develop, motivate and retain the highly effective educators that all students deserve.
In 2005, Lowell Milken established the National Institute for Excellence in Teaching to manage and support TAP's effectiveness, growth and sustainability.
The demand for TAP's multi-tiered system of career advancement, support, evaluation and compensation has spurred broad-based support and expansion in urban, rural and suburban communities across the U.S.
In turn, this comprehensive system has dramatically increased student achievement: the ultimate goal.
